Notes: Many pangas were observed around the ZTA during patrolling hours. As we entered the ZTA many more appeared on the radar north of the ZTA. Between 16:30 – 18:30 panga counts became increasingly difficult as many were moving through the ZTA east towards San Felipe. Nearly all these Pangas in the VR were visually seen shrimp fishing, however no media evidence was collected as they were too far to reach.
